14 THE FORWARDER | FALL 2024 CIFFA has been involved in many matters affecting supply chain fluidity. Unfortunately, due to ongoing delays and challenges with the CBSA Assessment and Management System, many initiatives have been deferred. eManifest A new working group was implemented in late 2023 that is attempting to make progress with the requirements for eManifest that were implemented in early 2020. Unfortunately, due to the significant focus on CARM, little progress has been made in the past 6 months. The following is a listing of issues that remain outstanding and will continue to be a focus for CIFFA: 1. Air Ground Handlers are not on-boarded for DECON notices : A communiqué was developed between CIFFA and CBSA and was sent out to all AH warehouses to encourage them to sign up for deconsolidation (DECON) notices. Unfortunately, this still remains an optional notice, which results in delays in the movement of house bills to other sufferance warehouses. Freight forwarders must then provide the sufferance warehouse with a paper deconsolidation notice resulting in delays and storage fees for release and costs. CIFFA will continue to push CBSA to make this a mandatory requirement for the warehouse operators. 2. Foreign freight forwarders identifying Canadian freight forwarder as consignee and not advising in time for the electronic house bill to be transmitted. CIFFA also assisted in the development of a communiqué which was sent out February 29, 2024 to all foreign freight forwarders with a paragraph added to CBSA’s Departmental Memorandum D3-3-1, Freight Forwarder Pre-arrival an Reporting Requirements. Despite this messaging, this remains an ongoing challenge that has resulted in significant penalties being applied to freight forwarders. 3. Flying Truck CBSA are working with CIFFA to develop content that is useful for internal Border Services Officers (BSO) external stakeholders. CIFFA has recently requested an update to the draft messaging. 4. Sunsetting Supplementary reports for all movement types. CIFFA had previously requested that CBSA block the foreign freight forwarders’ use of supplementary reports (ACI) for all movement types. This issue would resolve many of the penalties being assessed due to non-filing of e-Manifest trade data. As this will require a change to the system, it is being deferred until after the release of CARM. 5. Adding FROB movement type to eHouse Bills Freight forwarders would like to use eHBs for FROB (Freight Remaining on Board) movement types which would allow them to use only one system for all consolidated movement types. 6. System Issues There are two system changes that have been drafted that are awaiting release of CARM: a. In-Transit eHBs within a consolidated import where the previous CCN does not trigger the DECON notice when the previous CCN is arrived at a non-CW warehouse. b. Order of reject: refers to the reject error codes Y78, Y80, and 2NS where the carriers receive these error messages when the freight forwarder has filed prior to the carrier filing their Primary report.
